Abstract

Conclusion: Harm minimization in the play of electronic gaming machines is unlikely to be achieved without a major program of research. At this point in time, little is known about the harm reduction potential of most interventions. Without that knowledge, legislation with the goal of achieving harm minimization is likely to be based on little more than responding to pressures mounted by the various interested stake-holders.
